Description and role of Governing Board

 

The purpose of the Subsidiary Board is to manage its day-to-day operations in accordance with a developed separate business plan and budget. This will be approved annually by the parent, normally by June each year. The business plan will include responsibility for the following:

 

  • Providing a detailed and comprehensive factoring service to owners in accordance with the requirements of the Property Factors Act and registration
  • Provision of shared services, advice and information from the parent
  • Provision of agency services to other landlords, both registered and private for property management and maintenance services
  • Provision of Health & Safety advice to the voluntary third sector
  • Provision of property management and maintenance services to the voluntary and private sectors
  • Tender and contract approvals relating to Subsidiary service delivery
  • Operational and service delivery standards and activities
  • Satisfaction surveys – preparation and approvals
  • Information and advice
  • Employment of direct staff to fulfill the requirements of the business plan and comply with the aims and objectives of the parent.

 

The Composition of the Board is as follows:

 

Tommy Reilly has been the Chairperson of Levern Property Services since 2018. He is a local resident of Barrhead and is also a member of Barrhead Housing Association’s Governing Board. He is retired construction lecturer from Reid Kerr College, and does a range of local charity work within the area.

 

Neil McCluskey joined the Board in 2018. Neil is an architect who has been employed in private practice, local authority and health authority. Neil is a member of RIBA and has s Dip Arch (Hons) and BSC (Hons). Neil has worked in Prague and London, and more recently worked for SYHA as Hostel Manager in remote locations

 

Alan Oliver has been a Board member is since 2018. Alan is a Chartered Civil Engineering in the Transportation sector and is currently employed as a consulting engineer, responsible for maintaining road design standards. Alan also volunteers as a mentor for the Social Mobility Foundation, which seeks to support young people from less affluent backgrounds achieve academic and career goals.

 

Joe Gribbon is a retired solicitor who has been a Board members since 2017. In addition to working in private practice / public sector, he is a former Associate Lecturer with the OU University (teaching an OU module on Scots Law). Joe was previously a Tutor at University of Glasgow Law School teaching Property Law and Conveyancing in the Post Graduate Diploma in Professional Legal Practice and is currently an External Examiner at University of Strathclyde Law School ( Public Law Module in the Post Graduate Diploma in Professional Legal Practice). He also carries out voluntary work with the Glasgow ESOL Programme (a programme assisting in teaching English as a second language to refugee and asylum seekers in the Glasgow area.

 

Andy Dunlop has been on LPS Board since 2017 and is the manager of the Barrhead Business Improvement District. Andy is an experienced events and marketing manager, with a over a decade of experience in live events, having worked at a senior management level for household-name music artists, festivals and sporting events. He has a BSc in Construction Management.

James Ward, Director of Asset Management e:jamesw@barrheadha.org – employed since November 2015, he has an MSc in Social Enterprise and is a member of the Institute of Leadership and Management. Employment history has included Operations Manager with a national charity; and has worked in the private sector for 15 years as Director of Residential management; Estate Manager; Property Developer and Property Manager for a private lettings company.

 

The LPS team is responsible overall for BHA’s planned and cyclical maintenance activity and for all Levern Property Services’ activities. The team is headed up by James Ward (see above). Other members of the team are:
